The Office of Professional Regulation, a division of the Secretary of State’s Office licenses and regulates over 50 diverse professions, with its primary mission to protect the public.
As General Counsel, you’ll report to the OPR Director and oversee the General Counsel Unit, which has two staff attorneys who’ll report to you.
You’ll provide advice on legal issues raised by the Boards, Advisor Groups, the Director, and staff. Work closely with stakeholders to develop statutes and administrative rules for the professions, including standards of practice. This work is done with input from the profession, professional associations, and the public. Oversee boards as they review disciplinary orders for unprofessional conduct cases. Work closely with Administrative Law Officers who preside over OPR cases. Guide board members through the hearing process, ensuring fairness, impartiality, and due process. Research and prepare memoranda on a wide spectrum of legal issues relating to the regulation of a variety of professions. Monitor regulatory issues and legal developments in the health sciences and other regulated professions, research and develop policy, and draft reports, administrative rules, and legislative proposals. General Counsel helps develop the legislative agenda for the office and testifies before the legislature.
Must be admitted to practice law in Vermont
